The benchmarks are clearly a ploy to blame the Iraqi government and get out. Interestingly both Republicans in the Senate/House and the Democrats want them. Dems want a timetable. Reps. no. But the basic thrust of the entire Legislature--i.e. parties up for re-election is out.

The Blame Iraq meme is common across the aisles.
